    R2C SUPPORT SERVICES is a Service-Disabled Veteran-Owned Small Business that is eligible to receive direct awards In Accordance With FAR subpart 19.14 – Clause 19.1406(a) which states “A contracting officer may award contracts to service - disabled veteran-owned small business concerns on a sole source basis.” In addition, Executive Order 13360 directs that at least 3 percent of all federal agencies’ contracting dollars go to businesses owned by service-disabled veterans.


    AMCOM EXPRESS - U.S. Army Aviation and Missile Command Expedited Professional and Engineering Support Services

    The Expedited Professional and Engineering Support Services (EXPRESS) Program is a group of multiple award Blanket Purchase Agreements (BPA) leveraging commercial processes and innovative enhancements established within the "evergreen" aspects of the General Services Administration (GSA) schedules program to incorporate dynamic teaming arrangements and to offer the right mix of professional and highly technical advisory and assistance services to the Army Aviation and Missile Life Cycle Management Command (AMCOM).

    R2C SUPPORT SERVICES is teamed with Intuitive Research and Technology Corporation (INTUITIVE) in the Technical and Programmatic domains and Metters Inc. in the Logistics domain.

    SeaPort-e R2C Quality Assurance Summary

    R2C Support Services’ quality management approach integrates industry best practices compliant to ISO:9001;2008 to support the customer’s architecture, system development life cycle processes, and specific performance standards as appropriate for the design, development, prototyping, integration, and/or operational support tasks performed. R2C Support Services’ Quality Control processes increase productivity, reduce risk, and ensure customer satisfaction for the high quality services and products delivered. We measure performance using meaningful metrics and drive efficiencies through automation and reduction of process variation wherever practical.

    As all Projects are unique in nature, our Quality Assurance (QA) plans are tailored for each individual effort, however, all our QA Plans are based on core activities which include:

    • Requirements Validation
    • Personnel Training and Awareness
    • Performance-based Assessments
    • Proactive Risk Assessments
    • Corrective / Preventive Action Plans
    • Deliverable Reviews
    • Customer Feedback Assessment
    • Continuous Process Improvement

    At the project level, R2C Support Services’ Project Managers identify and monitor metrics related to Task Order performance. The Project Manager applies best practices to manage service delivery performance and ensure deliverables meet or exceed any service level objectives set forth in the Task Order’s Quality Assurance Surveillance Plan.

    At the corporate level, R2C Support Services’ senior management monitors cost and schedule performance at monthly Program Management Reviews, and solicits customer satisfaction feedback through multiple channels. Each customer is visited regularly by a senior executive, is given direct contact lines to the CEO, and may call on them at any time. Customers are invited to visit R2C Support Services’ facilities with or without notice. We also ask customers to rate our performance annually.

    R2C Support Services’ growth and success depends upon our ability to receive outstanding positive references when we provide outstanding service to our customers. Providing exemplary customer service to the Navy under Seaport-e is an R2C Support Services’ strategic objective.

The U.S. Army Research Laboratory's (ARL) investment portfolio is focused on maturing technologies for transition principally to the Research, Development, and Engineering Centers (RDECs), but also to our other partners in the Army Transformation Program Executive Office/Program Managers (PEOs/PMs), the Army Test and Evaluation Center (ATEC), the Training & Doctrine Command (TRADOC) Battle Labs, the other services, and the private sector.

    R2C SUPPORT SERVICES is teamed with The Leonard Wood Institute (LWI) and works to provide training-related research, technology transfer, and business development initiatives that are valuable to the U.S. Army's Maneuver Support Center of Excellence (MSCoE) and Fort Leonard Wood.
